The Green Airport Improvement Program is underway in accordance with a Record of Decision (ROD) issued by the Federal Aviation Administration. The Program consists of safety and efficiency projects.
The safety projects are related to airfield facilities that do not meet current FAA airport design guidelines and require upgrading and changes to the Runway 16-34 Runway Safety Areas (RSA) at both ends of the runway, which do not meet current FAA standards.
The efficiency projects have been identified through the Rhode Island Airport Corporation’s (RIAC) planning efforts. The lengthening of Runway 5-23 falls into the category of an efficiency project. Lengthening this runway will allow the airport to accommodate longer flights and larger aircraft. The extension will also further enhance the efficiency of the New England Regional Airport System.
Following is an update on the projects currently underway and details on the Voluntary Land Acquisition Program and Residential Sound Insulation Program are also included.

Runway 16 End Safety Improvements
Project construction began on July 29, 2013. This project includes the assembly of an Engineered Materials Arrestor System (EMAS) Runway Safety Area, installation of a new blast fence, drainage improvements, security fencing, miscellaneous improvements to navigational aids (NAVAIDs), and reconfiguration of a taxi lane to meet current FAA standards.
Construction halted for the winter and resumed on July 7, 2014 with the beginning of installation of EMAS blocks. The area of the EMAS bed at the Runway 16 end measures 255 ft. by 170 ft. The installation of the EMAS bed will take approximately one week to complete. Construction of this portion of the project is expected to be completed by the end of July, 2014.
Hangar 1 Demolition
The demolition of Hangar 1 included not only demolition of the hangar, which was constructed in 1938, but also the replacement of some existing impervious areas (pavements) with turf, installation of a security fence, the realignment of an airport service road and replacement of aircraft tie downs. Prior to project construction, RIAC coordinated closely with the Rhode Island State Historic Preservation Office to document the historic significance of Hangar 1. The information has been gathered, refined, and submitted to RI Historical Preservation and Heritage Commission for approval. Once approved the information will be displayed on monitors installed in the airport and also posted to the airport’s website.
The project began on July 29, 2013 and was significantly completed before the winter season shut down. Work will resumed in spring of 2014 with the contractor returning to complete site restoration improvements.
Deicer Management System
RIAC is constructing a new Deicer Management System designed to mimic aircraft deicing pads. The System includes gate deicing at the passenger terminal, a designated deicing area for cargo, tenant, and transient aircraft, and an anaerobic system that will treat collected fluid prior to discharge into the Warwick Sewer Treatment Facility. Methane produced through the biological treatment process will be used to generate heat for the treatment process and heat for the facility.
Construction commenced November 2013. The project is expected to be completed and operational by October 2014.
The building that houses the treatment system is substantively complete. Ongoing work includes the installation of electronic controls that will monitor the operation of the treatment facility.
Runway 34 End Safety Improvements
The project includes the construction of an Engineered Materials Arrestor System (EMAS) Runway Safety Area, reconstruction of approximately 1,650-feet of Runway 16-34, miscellaneous NAVAID improvements, and construction of Wetlands mitigation. The application to alter freshwater wetlands was approved by the RI Department of Environmental Management as was the Army Corps of Engineers (ACOE) permit. Project bids were received on April 22, 2014. The contractor was issued a notice to proceed on June 16, 2014 and the first year’s construction is expected to be complete on November 26, 2014. In the spring 2015 construction will restart and construction is expected to be completed by year end 2015.
Winslow Park Ball Fields Relocation
The project elements include the construction of 4 regulation soft ball fields, 2 practice soft ball fields, 3 soccer fields, walking trails, and a new concession stand. Additionally the project includes a state-of-the art Tot Lot to replace the existing two playground sites being removed by the relocation of Main Avenue and Runway 5 work. An important element of the project will be the installation of a new traffic signal at the intersection of Airport Road and the access drive to the new recreational facility.
The bid opening for the project was held on April 17, 2014 and the notice to proceed was issued to the contractor on June 16, 2014. Construction is scheduled to be completed by the end of June 2015.
Main Avenue Relocation
The project, necessary for the extension of Runway 5, began in late 2012 with a study to determine the alignment and properties that would ultimately be required to accommodate the project. The alignment was approved by RIDOT in early September 2013. The project will consist of property acquisition, demolition, design of roadway elements (paving, drainage, utility relocation, and traffic signals). The final design of the project has begun with the 30% design submission received in March 2014. The 75% design submission is expected by the end of July 2014. The project is expected to be out for construction bids in spring 2015. Construction is expected to begin in mid-June 2015 and take approximately one year to complete.
Runway 5 Extension
The project will provide for a 1,534-foot extension to the primary Runway 5-23 at T. F. Green, bringing its total length to 8,700-feet. Included in the project is the construction of a taxiway extension, an aircraft holding apron, a Runway Safety Area with an EMAS system, an airport service road, security fencing and replacement of Navigational Aids. At the completion of the project, the airport will accommodate airline service that will reduce passenger leakage to other regional airports and enhance the efficiency of the New England Regional Airport System. The design has been awarded to the C & S Companies of Syracuse, NY. Design began in February 2014 and project bids will be received in April 2016, with construction starting in early summer 2016. Project completion is anticipated for December 7, 2017.
Residential Sound Insulation Program (RSIP)
This program is well underway. The multi-phase RSIP has begun with a pilot phase, which includes the acoustical testing and sound insulation of 11 homes. Through the development of the pilot phase (Phase 1), RIAC and the FAA were able to work together to define the overall program. Construction on the 11 homes will begin in July 2014.
Upon substantial completion of the pilot program, RIAC has contacted 120 homeowners, who are eligible for the first full phase (Phase 2) of the RSIP. Phase 2 construction is scheduled to begin in September 2014 with approximately 50 homes. Cost for the Phase 1 which includes program startup costs, testing, design and construction is $1 million. Cost of construction for the first 50 homes within Phase 2 is approximately $2.3 million.

Residential Voluntary Land Acquisition Program (VLAP)
As a result of the Record of Decision (ROD), issued in September 2011, RIAC continues in its efforts to acquire residential properties related to noise mitigation and the Runway 5-23 extension. Demolition of some previously acquired homes and properties will take place in summer of 2014.
