Improvement Program Sept. Update

The Green Airport Improvement Program is the result of a detailed study by the airport to enhance the safety areas around runway 16-34 and to lengthen primary runway 5-23 to a total of 8,700 ft.  The Federal Aviation Administration (FAA) conducted an environmental impact study and issued a record of decision allowing for the airport to implement the T.F. Green Airport Improvement Program, which consists of safety and efficiency projects.  The safety projects are related to airfield facilities that do not meet current FAA airport design guidelines and require upgrading..  The efficiency projects have been identified through the Rhode Island Airport Corporation’ (RIAC) planning efforts.  Additionally, FAA has confirmed the need for these facility improvements to enhance the efficiency of passenger movements.

Safety Projects require changes to the Runway 16-34 Runway Safety Areas (RSA) as the RSA’s on both ends of the runway do not meet current FAA design standards.   Hangar 1, which was located within the Runway 16 Object Free Area (OFA) and penetrated the protected air space surface was recently demolished..

The lengthening of Runway 5-23 falls into the category of an efficiency project.  The length of Runway 5-23 is inadequate to accommodate coast to coast and international flights.  Lengthening the runway will further enhance the efficiency of the New England Regional Airport System since studies have concluded that a runway length of 8,700 feet will meet long term business needs.

Following is an overview of the projects currently underway, as well information on other projects included in the improvement program. 

Runway 16 End Safety Improvements
Project construction began on July 29, 2013.  This project will include the assembly of an Engineered Materials Arrestor System (EMAS) Runway Safety Area, installation of a new blast fence, drainage improvements, security fencing, miscellaneous improvements to navigational aids (NAVAIDs), and reconfiguration of a taxi lane to meet current FAA standards.  

To date, the utility connections have been expanded, earthwork has commenced, and parts of the permanent security fence are beginning to be installed.  While work is occurring,  this runway is closed with reopening planned for the pre-Thanksgiving travel period.  Construction will break for the winter and begin again in the spring with construction of this portion of the project expected to be completed in late spring or summer 2014. 

The total project cost is $8,427,000.

Hangar 1 Demolition
This project is well underway.  The demolition of Hangar 1 includes not only demolition of the hangar, which was constructed in 1938, but also the replacement of existing impervious areas with turf, installation of a security fence, the realignment of an airport service road and replacement of aircraft tie downs.  Prior to the project construction, RIAC coordinated closely with the Rhode Island State Historic Preservation Office to document the historic significance of Hangar 1, which will be on display in the airport and on the web at a later day. 

RIAC was able to successfully salvage the sandstone “Anchor” fascia detailing from the hangar and intends to repurpose this beautiful artifact at the site of the new Winslow Park recreational facility.

The project construction began on July 29, 2013 and is expected to be completed by the end of December 2013.

The total project cost is $1,413,000.

Runway 34 End Safety Improvements
The project includes the construction of an Engineered Materials Arrestor System (EMAS) Runway Safety Area, reconstruction of approximately 1,650-feet of Runway 16-34, miscellaneous NAVAID improvements, and construction of drainage improvements.  The project is in the design stage and is approximately 75% complete.  Bids will be received in spring 2014 and construction will take two seasons.  The construction is expected to be completed in fall 2015.

Winslow Park Ball Fields Relocation
The project design began in early May 2013 is approximately 50% complete. The project elements include the construction of 4 regulation soft ball fields, 2 practice soft ball fields, 3 soccer fields, walking trails, and a new concession stand.  Additionally the project includes a state-of-the art Tot Lot to replace the existing one being demolished by the relocation of Main Avenue. 

The project is expected to be out for bids in spring 2014 and the construction complete by the end of June 2015.

Main Avenue Relocation
The project, necessary for the extension of Runway 5, began in late 2012 with a study to determine the alignment and properties that would ultimately be required to accommodate the project.  The alignment was approved by RIDOT in early September 2013. The project will consist of property acquisition, demolition, design of roadway elements (paving, drainage, utility relocations, and traffic signals).  The final design of the project will begin in early October, 2013 and is expected to be out for construction bids in spring 2015.  Construction is expected to begin in mid-June 2015 and take approximately one year to complete.

Runway 5 Extension
The project will provide for a 1,534-foot extension to the primary Runway 5-23 at T. F. Green, bringing its total length to 8,700-feet.  Included in the project is the construction of a taxiway extension, an aircraft holding apron, an EMAS Runway Safety Area, an airport service road and security fencing.  At the completion of the project the airport will accommodate airline service that will reduce passenger leakage to other regional airports and enhance the efficiency of the New England Regional Airport System. The project is in the Design consultant selection phase.  Proposals were received by RIAC on September 18, 2013.  Design of the project is expected to commence in early February 2014. The project bids will be received in April 2016 and construction will start in early summer 2016. Project completion is anticipated for December 7, 2017.
